Justin Blumhorst is the Chief Innovation Officer at Capabilities, where he drives initiatives to innovate technology and operations to better support people with disabilities. Starting his career as a Vocational Evaluator and Job Coach, Justin has spent nearly two decades bridging the gap between business operations and untapped talent pools.el.
His background is uniquely suited to the topic of Universal Design; having served as a Chief Information Officer, Justin brings a technical edge to accessibility, understanding how software, hardware, and digital infrastructure can either block or enable employment. He has successfully led organizational transitions from facility-based to community-based service models and currently serves as a Subject Matter Expert in Transformation and Strategic Planning for the Ohio Department of Developmental Disabilities.
A graduate of the National Leadership Consortium on Developmental Disabilities and Bowling Green State University, Justin has held leadership roles on the boards of APSE (National and Ohio) and OPRA. He is a frequent nationwide presenter on community employment, inclusion, and the strategic application of assistive technology.
